Randolph motorist charged with hitting woman outside North Station, then running her over

A Randolph man faces a variety of charges after he allegedly ran a woman down outside North Station early this morning, while a couple of his pals face charges that they made asses of themselves at the scene and then again at the police station, where they were arrested after allegedly chest bumping cops and challenging them to a fight, the Suffolk County District Attorney's office reports.

Jakob Civil, 23, was arraigned today in Boston Municipal Court on charged of leaving the scene of an accident causing personal injury and a number of lesser motor-vehicle counts, according to the DA's office. His friends, Eric Tinsley, 23, of Brookline and Jacob Marks, 22, of Boston, were charged with assault and battery on a police officer, interfering with a police officer, disorderly conduct and trespassing. Judge John Garland set Civil's bail at $1,500 and ordered him to stay away from the District A-1 police station; the other two had bail set at $500 and were also ordered to stay away from that police station.

The DA's office provided this account:

Assistant District Attorney Alex Simone said that police responded to the corner of Causeway and Portland streets at about 12:45 a.m. Friday for a call of a pedestrian hit by a vehicle. They located the victim bleeding from the head. A witness told officers he was walking behind the victim when she was struck by a gray Honda, causing her to roll up onto the hood of the car before landing on the street, where the Honda proceeded to run over her head and shoulders. A second witness followed the car after it fled the scene. The witness informed the driver, Civil, that he had hit a pedestrian. Civil returned to the scene and identified himself to officers. Officers were able to view the incident on surveillance cameras.

The victim was transported to Massachusetts General Hospital for treatment.

Civil’s passengers, Marks and Tinsley, lingered at the scene and made rude and derogatory remarks to officers. Eventually they proceeded to BPD A-1 station on Sudbury Street to pay Civil's bail. The men continued their disruptive behavior, yelling obscenities at officers while in the lobby. Officers removed the men. The men waited outside of the station for officers. When officers emerged to respond to an unrelated call, Marks and Tinsley challenged them to fight and then chest-bumped them. Both men were then arrested.

BOSTON, December 23, 2022 —A Randolph motorist and two of his passengers were arraigned today on numerous charges after a hit-and-run near North Station last night that left a 25-year-old woman with head and upper body injuries, District Attorney Kevin Hayden announced.

JAKOB CIVIL, 23, was charged in Central Division BMC with leaving the scene of an accident causing personal injury and several motor vehicle violations. Judge John Garland ordered Civil held on $1,500 bail and ordered him to stay away from the Boston police A-1 station and to have no contact with the victim or witnesses.

ERIC TINSLEY, 23, of Brookline and JACOB MARKS, 22, of Boston were charged with assault and battery on a police officer, interfering with a police officer, disorderly conduct and trespassing. Garland ordered each held on $500 bail, along with the same stay-away conditions.

The three men will return to court January 20 for a probable cause hearing.

Was his bail that low?

What is the purpose of bail?

Yes, he left the scene of the crash, but he returned quickly. Not exactly a flight risk.

Your rabid support of running over pedestrians with cars is troubling and perplexing.

But perhaps you can reread my comment and answer the quiz question.

He returned to the scene after a witness told him to and he knew they had his plate info. How low is your IQ that you think a guy who already ran someone over and drove off isn't a risk to do it again?

But in cases like this, people keep on running.

… to realize a witness can identify them.

People's intelligence. Also, in cases of hit and run, people will try the whole "I lent the car to someone whose name I don't know" defense. I don't know how successful that is, but I hope it isn't.

I was once a witness to an assault. Some guy started wailing on another guy he didn't know due to a perceived slight. The assailant left the building, but stayed outside until the police arrived, which was even weirder to me than the assault of some innocent schmuck.

At the end the day, this guy got released on $1,500 cash bail because that's how Massachusetts' bail system works. If they caught him miles away, the bail would have most likely been higher or perhaps not granted at all.

That said, I've read or seen too many reports where drivers have struck motorists and fled to know that remaining at the scene of a crime isn't normal, just like the attacker staying around to get arrested after wailing on someone wasn't what was expected. What happened in the case I don't know. I was never called as a witness, though I knew the responding officer. But like they say, anecdotes are not data, but it's my anecdote.

I'm still surprised that you don't know the purpose of bail. Or are you suffering from selective memory loss?

I think it’s your memory that needs attention.

And the topic is the amount of bail, or perhaps the idea that the suspect was given bail. So why are you chiming in on a thread about bail?

Do you just argue for the sake of arguing?

What a bunch of pigs. He drove over a woman, causing her a potentially life threatening or life changing head injury, and then left the scene, only to have his stupid friends threaten a cop? These men should be in jail.

Hope they are brought to justice and punished accordingly.

Hopefully the victim is ok, absolutely horrible to hear.

Glad you’re not rabidly supporting this behavior.

If this was 1982 and not 2022, these nits would have gotten tuned up but good, old school. They'll likely get fines and suspended sentences. At least the internet never forgets, let's hope this follows them FOREVER.

As for the victim, amazing that she survived, hopefully a full recovery and a very satisfying lawsuit outcome.

… after she rolled over his hood? Or did he realize he couldn’t get away so he returned?
Whatever the case, his driver’s license should be revoked.
Sounds like she was very seriously injured if her ran over her head.

If convicted, he should be facing jail time.

The revocation of the license is a given. Don’t even need a conviction for that.

This is America. They give licenses back to people who commit vehicular homicide. You are naive if you think taking this punk's license away is a given.

(I don't know if it was) And then a permanent revocation, should he be convicted.

I don’t, but as someone else made that claim on me for pointing out Massachusetts bail philosophy, I just wanted to put that subject line out there. Sorry for disparaging you.

The rest of my comment was the point of the comment. License suspension is the bare minimum in a case like this.

But how will he get to North Station without a license? You make it sound like there are two subway lines and a bunch of train lines right where he committed these crimes?!?/

He's a young man, it's only fifteen miles or so from Randolph to Boston, and walking is excellent low-impact cardio. He may have to just leave a little earlier for his job at the rocket science lab.

Ironic that his name is Civil, given the way that he and his friends behaved.
