I'm embarrassed to say that I blew this one. I went with Dover/Annapolis. I think I was misled by the "they were banned" part, which made me think of Catholics and Maryland/Lord Paltimore. And never even thought of New England.

I wondered for a moment if it would be something like that, or maybe if some defunct or earlier capital of a state/colony - like Burlington and Perth Amboy (West and East New Jersey, respectively (about 43 miles).
