City gives Uphams Corner bar two weeks to figure out how to keep people with weapons out

City licensing chief Patricia Malone today warned the Dublin House, 7 Stoughton St., she will suspend its license because of a stabbing last month - unless the bar can show her a substantive plan to stop people with weapons from showing up there.

The bar seems to be "attracting people who carry weapons, and that is a huge concern to me," she told owner Yiser Mohammad and his lawyer at a hearing this morning on a March 11 incident in which one patron stabbed another - despite efforts by bar security staff to pat down all incoming patrons and use a metal-detecting wand on them.

She noted she deferred a license suspension last year after a shooting outside the bar.

At this morning's hearing, Mohammad said he had no idea how the guy had gotten the knife - and said neither he nor any club workers realized anything was amiss until after the victim, his alleged attacker and a third man were outside. A Boston Police detective testified the victim was stabbed inside the bar.

Mohammad's lawyer said that with all the patting and wanding, he didn't know how much more the bar could do, in a city in which violence is now "an epidemic problem," but that perhaps Dublin House could increase the number of times it hires offduty Boston police officers for security.

Malone told him to think again and said she would give him and two weeks to come up with a plan.

"If your client can't operate without Boston police details, your client shouldn't be operating," she said. She added she is giving the bar two weeks because she would rather work with it to solve the problem than just suspend its license for a period of time.

Can someone please tell me why this should be bar owner's issue? If he is not promoting violance & calls in police when needed...why is it his issue? Why?????

Police should step up with patrolling and getting rid off violance around.

all of the liquor licenses in the lower-income parts of the city are being sold to eateries in the trendy parts of the city.

As much as I oppose allowing violent and troubled restaurants to stay in business...it's located in a neighborhood that's plagued with crime. Is the liquor licensing board basically saying that poor people aren't allowed to have bars in their neighborhood?

there's gonna' be some sort of lawsuit showing the systematic movement of liquor licenses from poor ethnic neighborhoods to rich white neighborhoods. I don't want to see anybody stabbed or shot in these poor ethnic neighborhoods either but it's gonna' come up and I don't know what the correct answer is.

Let's see - they're going after Dublin House now? (Not that I'm a fan of the place. Went there once, 10 years ago, got a bad vibe, and never been back)

Before that it was Cataloni's (just on the other side of the Strand Theater).

Before that it was Ka Carlos (just another couple of blocks down Hancock).

Didn't they do the same thing to that place over on Blue Hill Ave a couple of years ago?

I've had good experiences myself and heard good things from others about the community police work, but other than that...

It seems like when the Menino Administration remembers Upham's Corner, they're usually either doing something stupid or treating it like dirt.

Yeah, they've been upgrading the street lights lately. ...and he's pretty consistently defended the branch library. Besides that? Remember these gems?

- The snowplowing fiasco after the blizzard this winter?
- Remember another heavy winter a few years ago, they never swept the back streets after the snow melted? The streets were covered in sand halfway through spring.
- The Mayor's Office of Culture & Events (can't remember the real name) actually buying air time on the radio a few months ago to promote some production at The Strand (yay!). One of the main promotional points in their ad copy was the "ample parking" near the theater.
- Remember how, a few years ago, the Mayor pushed the owner of Food Basket to keep open some struggling location (or was it to take over a store some other grocery had closed)? It wasn't the main cause, but surely didn't do any favors to the owner's finances and they eventually closed their Upham's Corner store?
- Remember how the community talked to the Menino Administration about the need to get a grocery back in the neighborhood, and reoccupy that large vacant space, and how long a time it was vacant? Menino & Company listened to all that input, then went out and helped broker a deal for a chain pharmacy to move into most of the space.
-- ...when there was already at least three pharmacies within four blocks
-- ...a grocery eventually did move into the rest of the space (and it's a pretty good one), but it's only about 1/3 the size of what was there before.
- Remember how the Mayor's school board closed the only public school in the immediate neighborhood (the early learning center)? Despite the fact that there was no savings or gain? The building wasn't closed and the property wasn't liquidated - the schools dept kitchen uses the other half of the building, and last time I looked nothing had moved into the classroom half.
- Notice how the mayor doesn't appear to think the neighborhood is worthy of one of his beloved Hubway stations?

Well, maybe after they take the licenses from these bars and restaurants, the plan is to take the buildings by eminent domain or condemnation or tax lien or something - then they can bulldoze them and build that "ample" parking for the Strand.

By the way, as regards the Menino official who said something like "if that business can't operate there and be safe for their customers without police, they shouldn't be in business"? I don't see her telling the MBTA to close Dudley Square Station - it's been more dangerous lately than any dive bar.

Is our city going to be rid of the cancer known as Patricia Malone once and for all?

Let's go through this story and point out all the reasons why she's a moron:

1) You know what would keep people with weapons out of the bar? An environment in which people feel like they don't need to carry weapons. I wouldn't classify many Boston neighborhoods as places where a person is not justified in enhancing their security with a gun or knife. That's not even remotely the bar's fault. It's not an airplane. They're not going to frisk people.

Would you go to a bar that wanted to pat you down first? The bar owner doesn't have a city job and a pension, Patricia. They're not you. They have to do actual work and sell a product to make their money.

2) Hiring police details is not a solution? Correct me if I'm wrong, but a cop is a cop, right? If said cop wants to pick up side work off the clock, and the city is on the hook for $0 of his time, then what's the problem?

3) A shooting OUTSIDE the bar is the bar's fault? In what universe does that make any sense? Did you ask if the armed patron OUTSIDE the bar had been expelled from the bar? If so, the bar did it's (expletive) due diligence.

You're not a public servant, Malone, you're a lottery winner like anybody else on the city or state. That you rub the noses of working people in your good fortune is just straight up disgusting.

it's because the city of Boston won't prosecute criminals for firearms violation, instead Boston loves to negotiate a plea deal to some other crime, hence no incentive for criminals to get rid of their guns. Why is Malone so quick to blame Mohammad and not point finger at Boston legal department incompetence?

Have you ever been in that place, or even walked by? The people carrying weapons into that bar are not poor soles trying to protect themselves from some unexpected attack. They are carrying them because they are criminals. To the extent that the bar is not aware that its patrons are criminals or, indeed, conducting criminal activity inside of the bar plain sight, it is clearly not doing enough to ensure that it is not catering to, or acting as a safe house for, criminals. Short of partnering with ATF and DEA to shutter the place, which Malone has no power to do, she can use what power she has to put preasure on the bar through its liquor license, which the bar holds only at the good graces of the city.

to all the people who said that patrons having weapons on the bar's property is not the bar's responsibility... so if you got stabbed, you would pay for your own medical bills (co pays, deductibles whatever other expenses you incurred)? Assuming for a moment that the person who stabbed you is either caught and arrested or simply not caught, you really wouldn't expect someone else (i.e. the bar) not to pay for your medical bills? You'd just go after the criminal, and when he/she didn't have any money, you'd just pay for it yourself because you don't consider it the bar's fault, so you wouldn't try to get the bar to pay for anything?

I have a feeling that only about... 1% of the population would not try to seek reimbursement. It's astounding that so many of that 1% read uhub.

Again its just a small, small, small # of people who are messing it up for everyone else. Alot of good people come to this bar for a good time because they cant go to the Dot ave bars because again their sterotyped. Untill the neighborhood and it "leaders" stand up and try as best as possible to confront some these issues bars and places like this will continue to close, i dont mind going to the waterfront i know ill be safe
