Cemetery in disrepair

Marie visits her parents' graves in the city-owned Evergreen Cemetery and is appalled by the conditions:

The conditions of that cemetery are appalling - dried clumps of grass everywhere, grave stones with dried grass stuck to them, broken sticks on the flags that are then stuffed behind the grave stones, and the red candle holders with so much grass covering them that you can barely see that the holders are red. It is evident that no one rakes and there are no bags on the mowers; who is supposed to be taking care of the grounds? One would think that on Memorial Day weekend the groundskeepers could make the extra effort to at least make the cemetery presentable. ...
