some departments let people use other "days" as days off (personal/administrative/time owed/compensatory/federal compensatory/sick/etc). It said that 35 people called in sick out of the 67 that missed shifts? That would lead me to believe that 32 people were off for other reasons besides calling in sick. (It mentions that firefighters are not allowed to take "vacation" during Jan. How did the other 32 get the time off?

Either way, responsible staffing means the department shouldnt have to hire 1 out of 8 positions for a given shift.
