Headline: For a select few, tradition tops gender

The average percentage of women elected to city and town councils and boards of selectmen and aldermen in Massachusetts dropped from 20 percent in 2003 to 17 percent in 2004, said Carol Hardy-Fanta, director of the Center for Women in Politics and Public Policy at UMass-Boston.
