And what's truly outrageous about this is the fact

that the house these "space savers" are in front of has both a driveway AND a garage.

If I were a plow driver.....

..my first idea would be to plow that crap into into the next block. But on second thought, I'd just pile a whoooole lot of snow in and around those 'space holders'.

Partial explanation

I know where that is - and it is garbage day in our neighborhood.

We sometimes have to do this exact same thing because our neighbors have visitors who will park in front of the cans if we don't, and the garbage collectors will not pick it up as a result!

Very nice of you folks to put out a chair for the sanitation workers to take the load off and have a break during garbage day.!

They won't pick up the garbage if there are cars parked?

Whether it is simply "not seeing the cans" or "don't want to maneuver them around the parked car", it doesn't matter.

Well, you pseudo-legally get to save your spaces from the start to 48 hours after the snow emergency ends...so, can you blame them?
