The smaller the town, the
The smaller the town, the worse the government. They all know each other, and those who aren't in each other's pants are holding grudges since middle school.
Not just small towns
There are some small cities in this state, satellites of Boston, that are just as insular. Just because the population is more diverse, doesn't mean the civic-ly engaged and City employed reflect the population. Go to any City Council, Town or Selectmen's meeting and you'll often hear the meeting's few residents attendees start off their positions with "My family has been in this town since.." or "I've lived in ____ my whole life." And I'm thinking, "What does that have to do with how many stories a proposed building is, or whether a developer is granted a non-conforming use?"
The truth is, if you live in a city or town and you're a register voter, you have just as much a right to speak as someone whose family has been there since the Mayflower or whatever, and some of these cities are going stale and dying because of their outright objections to outside ideas and influence.
