BPD often lags behind the media (and, I see below in this case, the City Council) in releasing names. Nothing particular to this case, I don't think.

I am mixing up two organizations -- Teen Challenge and Teen Empowerment. Teen Challenge seems to be a faith-based program for teenagers addicted to drugs/alcohol and Teen Empowerment is an organization that promotes social action including teens in the mix.
