Has anyone considered just going around and simply removing space savers from the road when no emergency occurs? Seems like a simple solution that would solve itself "organically".
Keep in mind I am referring to inappropriately placed space savers, used in the absence of a "snow emergency".
If you take away the ownership (the space savers) then the message cannot be passed along that the spot was saved. In the absence of space savers, vandalism would not send the appropriate message, it would also continue to be a crime.
You gotta break some eggs to make an omelette.
Or you can stick to doing nothing. That could work too.
All the parking restrictions depend on whether there was a "snow emergency" and city site had lots of info on what restrictions would be, that there was a winter weather advisory, but a clear yes or no on whether snow emergency was declared would have been helpful.
If the website does not say "There is a Snow Emergency", then there is no snow emergency. Do you expect it to say either Yea or Nay, situation dependent? Isn't that a bit much in the hand holding department?
