I love it when rivers, lakes, and ponds have just frozen and form perfect mirrored surfaces.
Looks like that happened here - the lagoon appears to have just entered a trance, or is about to.
While there may be ice, what's more likely is that a long exposure time was used. Extending the exposure time creates motion blur - notice the red blur of car tail lights on Storrow at the top of the picture. Using a long exposure time with moving water creates this blurred / cloudy effect.
I'm with you on this 100%. The water ripples being smooth out, the long and blurred tail lights, blurry tree branches, "stars" around the street lights, and the "halo" look around the Pru all point to long exposure.
*Allow me to add: I'm also with Swirly on liking the mirror glass look of ice.

It was indeed a long exposure. There was no ice to be seen.
