The three-story building has two floors of apartments above stores, but nobody was living in the apartments, the department says, adding there were no injuries.
The cause of the fire, reported around 5:30 a.m., is under investigation.

I never get why there are vacant apartments
That's probably at least 8 vacant apartments. Surely each one could rent for at least $1000 a month (probably more.) What landlord is willing to just piss away $8000+ every month?
Those unrented apartments might have many code violations
I imagine that it's likely that the empty apartments above the retail first floor could have code violations, making them impossible to rent. The owner(s) might find that bringing the apartments up to code for tenants not worth it for them for a variety of reasons. Just one possibility.
Under renovation?
Fires are not uncommon during renovations.
