“He was charged only with a civil rights violation, but additional complaints may be sought as the investigation proceeds,” said Jake Wark, spokesperson for the Suffolk County District Attorney’s Office.

Does this mean that he wasn't also charged with assault?

They were walking along making out - something not traditionally seen in either Europe or Asia.

Irrelevant to the legal case.

I bet the guys girfriend started the whole thing and got into a mutual altercation with Jane and Mary. Then Malloy came out and broke it out. Malloy and his girl were probably the aggressors and Mally probably did something extra to warrant the civil rights charge. Either way this story doesnt add up. If one person swings a bag at another person, that person gets charged (if there is an arrest made.)

While 10 years is excessive, I do hope he goes to jail for a while.
