Teen shot dead in gunfight with police

The Herald reports a man who opened fire on police around 9:45 p.m. at 11 Navillus Terrace was shot to death - and that police had to push back a hostile crowd at the scene.

When does a teen become a man?
Is there an accepted cutoff? I thought "teenager" used to mean 13-18 and then one became "adult?"
WBZ & BPD called the suspect an adult male, a "Man fleeing police."

NECN and Universalhub say he was a "Teen" aged 18 or 19.
Is there a journalistic agenda to using these terms in different contexts?
e.g. a "teen" is a victim, a "man" is a perp?
