...it takes two cruisers, a wagon, and three cops to arrest someone.

Looks like someone also has plenty of time to keep the fleet sparkling clean. And, gotta love those blinkers. The new rank system isn't the jewlery on your shirt collar, it's how many blinky-lights you've got, and how cool the pattern they blink is.

If my memory serves me right, in the cases of certain drug possessions, DWI, warrants, and etc. they are required to call in additional units. I think it has something to do with the search and the need for multiple witnesses.
I think the cop who pulled over the suspect can not be the one searching the vehicle.

Now I could be wrong though

Its called officer safety. One officer is needed to make the arrest. Second officer is there for back up(officer safety) and the wagon, driven by an officer, is to transport the individual being arrested to the police station.

As with any fleet, someone is responsible for maintaining the fleet clean.

let's not forget, these were the same knuckleheads that "threw away" a safe that contained a bunch of drug money...
