The lifeguards who wouldn't help the three-year old

Carpundit proposes a punishment for the Houghton's Pond lifeguards who allegedly wouldn't give CPR to the little kid:

... Dismissal is too easy a punishment. The article was optimistic about the child's prognosis, so I'll assume a full recovery. In which case the lifeguard(s) should be pilloried, flogged, and then dismissed.

There was a blurb about this in the Metro today (that hot source of news, sports, entertainment and Sudoku, easily digestible on the T) that said the lifeguards didn't give the child CPR because he didn't need it, not because they refused to.

Then again, it is the Metro.
