What the story/history about this?

It's long been a rumor, that I was told, that it was turned off due to Bum's using it as their personal bathing fountain.

Standard Boston story - never any money for maintenance. And as it broke the fixes became hard and harder until one day it couldn't be fixed without a total overhaul, which of course costs more money which we didn't have. So it sat until money was raised

Speaking of water fountains....does anyone know if the fountain near the Korean War Memorial in the Charlestown naval yard is turned on during the summer? It looks beautiful but seems as though its been off for quite awhile.
