Instead of forcing ladies (and gentlemen) to use stinky modern outhouses wouldn't it be better if there were legit businesses? Legal or not the business of sex will continue. Would it be better if the businesses were legitimate, licensed, and god forbid, the business owners had to provide complete health care coverage? Sadly that alone might keep the operation illegal.
This would not solve, but I doubt if it would worsen, the prevalence of prostitution and the psychological harm possibly done when someone sells their skill at sexual pleasuring. But by making it legit it might provide a means to at least more openly offer help to women and men who believe they have no other choice for earning some money.
For anyone who actually enjoys prostituting themselves, assuming there are, well, then they would be citizens who pay taxes on their income.
I will now leave my tiny idealized world where people actually care about each other and return to world of the mean streets of Beantown.
