I was preparing to read an article about 1st amendment rights, and some electron stained blogging wretch. Adam, your post was well written, very suspenseful. I thought that when he ran up to the window of the cruiser he was going to do something else entirely.
Yes, most people wouldn't be able to stop mid-stream, but I think the writeup was referring less to the actual act continuing and more to the dude being belligerent when being asked to stop that rather than saying "oh, oops, sorry, didn't realize I was so visible" and covering up his junk a little while he finished his whizness.
