Good thing the C Line is just a block away from the D Line at Reservoir

Sam H. was at Reservoir when the top of an inbound D trolley caught fire around 1:20 p.m. Sean Colahan reports riders were evacuated from the flaming trolley without injury.

Put it this way
Somebody on the T didn't just stand there and watch the fire get out of control because it wasn't in his job description, but actually improvised on the spot to minimize the damage before the professionals arrived.

Still in use
They still use those occasionally, because there are stations on the system (well, at least one, Brookline Hills) that don't have the raised platforms for Type 8's, but do have mini-highs.
So THAT's what those platformy things are for!

Of course, they shouldn't need
the manual lifts at all any more, given the Breda Type 8 low floor cars with the bridge plates.
They would not need them except...
When they did all the track work on the D line to support the "cattle cars", they didn't raise the level of the platfiems to match the floor level.
20 of the high-floor Type 7s
20 of the high-floor Type 7s were purchased in 1997 (cars 3700-3719), 7 years after the ADA laws were passed in 1990. Under ADA, any light-rail car built after 1990 has to be wheelchair accessible on its own (even if its coupled to a low-floor car). So as long as any of those 20 1997 built cars are in service, those portable crank lifts, or at some stations mini-high platforms with ramps, must be available at stations considered accessible to use with those cars.
As noted by others, there are also a couple of D-Line stations (Brookline Hills and Newton Highlands) that don't even have the 8-inch raised platforms for Type 8s and must use the crank lift even with a low-floor car.
Not quite
A two car train consisting of one Type 7 and one Type 8 is still considered to be an accessible train, even though the Type 7s are "high floor".
As evidenced by the fact that, when wheelchair passengers are boarded, they are always loaded onto the Type 8. And as further evidenced by the fact that the manual crank lifts were removed from most Green Line stations some time back.

I was about to get on here and and ask if the T had a special rig to put out fires on top of trains.
Now I'll just get on here to ask how long it took for that guy to get himself hoisted up on that lift. Any time I've seen anyone use one of these lifts you're looking at a 10 minute delay, at least..

Those are the brake resistors
Those are the brake resistors up there on that part of a Type 8. Brake resistors can heat up and can shoot flames if there are any debris caught in them. But once you cut the power to the car (drop its pantograph) and hit the flames with an extinguisher (if they don't go out on their own once the resistors cool down when the power is cut), it doesn't take that long to tow the car away.
This doesn't explain the clusterphuk this evening at Park St and
elsewhere on the greenline. Yeah, I know we got a light rain around 5-6PM, but that also couldn't possibly explain the hellacious clusterphuk, could it? The Red Sox game? All the above? Responsible management should be lined up and, well, you know. I often wonder what the many foreign visitors to the city think about 'the greatest country in the world' after spending a little time here? We're becoming backward and more 3rd world like every day. But hey! We have thousands of nukes and the most powerful military on Earth. Too bad our roads and infrastructure are all in advanced states of decay. Too bad our healthcare system is the most expensive on Earth, but many can't afford it, and the waits are getting worse all the time. Too bad our middle class/working class are being hammered on all levels, while our welfare class and small elite rich class, are doing just fine.
