The MetroWest Daily News reports Allie Loftis turned up in Jersey City. The New York Post reports she was found in the apartment of a 42-year-old man, who is now under arrest for, among other things, kidnapping.
That's a hell of a presumption. My "presumption?" They met online, she took the Peter Pan down to the Port Authority, caught the first jitney to Journal Square and has been hanging out with this guy of her own accord. Why? Because she's 13 and that kind of happens with both girls and boys of that age.
I used to work for the Jersey Journal in Jersey City and this story repeated there quite a bit. Older men/women, big city, danger... everything 13-year-old hormones crave, but can't possibly handle.

But "of her own accord?" As if that makes this adult's actions somehow not a crime? She's THIRTEEN. She's a child. It's a crime for an adult to have a child staying with him/her without having made certain that the child's guardian knows where the child is, as it should be. A responsible law-abiding adult would immediately notify the guardian (and/or social services if it seems that the child has run away from a tough situation).
Also, the adult is 42. He's not an 18-year-old or 19-year-old barely-adult. A 42-year-old man with healthy boundaries shouldn't be relating to a child and having a desire to help her sneak away from her mean awful parents. Someone who is old enough to be her grandparent should feel weird and creepy NOT going to the authorities if a teenage online acquaintance shows up on the doorstep.

Maybe they didn't meet online
The girl has family in Brooklyn and has made frequent visits. He may be a family friend or simply work in the area of Brooklyn where she has family.
Entirely possible that he took the traditional pervert route and befriended her IRL during a visit.
The Humbert Humberts of the world didn't magically appear when web browsers became widespread.
