Random Swings of Joy was a 2011 project that triggered copycats across the nation when the idea went viral. Since the Awesome Foundation, that put up the $1000 grant in L.A. for Jeff Waldman to start the project, originated in Boston, it's not inconceivable that a few swings showed up here too.
It was probably hung in 2011 and forgotten for the past 3 years.

And, for those who don't "get" the reference, a bosun's chair was one of the standard rescue methods employed in nearly every Irwin Allen disaster movie (the Posideon Adventure being the notable exception).
