Baby shot in Mattapan gang war

Channel 4 reports a man was holding his six-month old infant inside their Fairlawn Avenue apartment Monday night when somebody fired into the apartment. The father was shot in the hand; the baby girl suffered internal injuries, was rushed to the hospial.

In colonial and Victorian times, fixation and obsession with Biblical violence became the inspiration for sociopathic behavior.
Before that, I'd not be surprised if violent stories from oral tradition fueled those same folk who were so inclined to sickness.
Modern times mean more people, more reporting of their deeds, and a wider variety of fodder for sick minds.

Bad Parenting, or a complete lack thereof is usually the issue.
But why focus on the problem, when it's so easy to find a scapegoat and take the attention of your shortcomings?

Wait, so now "personal responsibility" = "blaming your/that guy's parents for everything"? How is that taking responsibility for your own actions, or encouraging that guy to take responsibility for his? Parents can't be blamed for every single choice their children make, especially once said children reach adulthood (and even before, but adolescence is such a tricky topic).
Or are you saying that the mental illnesses to which SG alluded are caused by poor parenting? That doesn't make a whole lot of sense either. Sure, some undesirable behaviors can be directly traced to parenting style, but some are just the result of a person's being wired differently than most.
Mind you, I'm not absolving abusive/absent/neglectful parents (or overprotective/helicopter ones, which can create a different set of issues), but your statement seems to me to be just as oversimplified as blaming Grand Theft Auto for gang violence.

The last name is Peguero not Pegara.
And the worst part of the story is that we all know Boston Police are total morons and couldn't solve a shooting investigation if the shooter slapped them in the forehead with the gun. So I think many will agree when I say that this will be another unsolved investigation for the books.

The really sad thing is that not one neighbor called police when the shooting happened...if it wasn't for the father being able to call 911 himself, we would've had the same result from neighbor apathy as what happened on Mission Hill a month ago.
Can't snitch
Just let your community die in silence - that's what thugs try to instill in the minds of residents. When you've got people doing things like this, it's understandable that people would be reluctant to get involved even in the most tangential way.

BPDNews report, which has some details on just how badly the poor baby was injured - cops didn't even wait for an ambulance but put her in a cruiser and rushed her to Carney Hospital.
Channel 5 reports she suffered extensive liver damage from "a large-caliber weapon."

Maybe they havent been
Maybe they havent been forthcoming with information because every time they turn around something of theirs is getting vandalized, or they are receiving threats, or one of them is getting shot. It'll make anyone scared to give information, what if that puts them next on the list?
I understand that giving the information that they know may help lead to a suspect, but then again.. with the BPD track record for crime solving, why would anyone think that they would solve it anyway? So why give information when it probably won't help and may only get them hurt? Because another thing is that we all know that these "Annonymous Tips" aren't really annonymous at all. The names always come up somehow...

The Globe quotes some law enforcement types who speculate that the shooting was in retaliation for Luis Troncoso's murder in April in the Southwest Corridor Park, which in turn was retaliation for the murder of Alinson Peguero's son, Alan, last September:
