Does he get enough credit for trying to remove the cap on charters statewide? This was one of his main campaign issues.

I'll pick this apart
-The T isn't better, because it still isn't a thing that takes you somewhere directly upon immediate demand. Why this concept appears to elude so many public policy pundits, I don't understand. If you want more money for the T, vote for that kid with the autism who's always reported missing on UH, because he's the only person I've seen who appears to love the T more than an automobile.
-There doesn't need to be a cap on charters, because there's already a self-imposed cap on the number of good teachers. It's called "the pay sucks, the hours are terrible, and kids are brats." Those circumstances do a fine job by themselves of limiting the number of people who want to be teachers. So what school are you going to open? Who's going to staff it? Which of your friends wants to be a teacher but isn't?
-I don't know if DCF is any good now or not, since the news doesn't get viewers with a story about how the foster kid isn't getting slapped around, but I do know that their mission would be less labor-intensive if there were fewer kids. Gee, I wonder if an item exists that a guy can put over his (expletive) to reduce the chance of that happening. I wonder if a shot exists that a girl can get in her arm to reduce the chance of that happening. I wonder if there's an organization next to the Star Market on Comm Ave that gives this stuff out.
-I'm a budget geek, so I should have a wiseacre answer for that immediately, but I don't.
-I hope the rehire thing isn't true, that's precisely why Illinois is in the toilet. Maybe we could have used that money instead on the aforementioned contraceptive access for the uninformed.

Unless they mean "Lots of people retired and we need people in those positions so we hired new people" cause that's how jobs work.
All the people I know of that retired recently are still happily retired.

It is possible in some circumstances for someone who took the early retirement package to be "rehired"
It's not their old position - if they were that critical they wouldn't have been offered the package. It's part time (less than half time). I don't think they accrue any more pension or leave time. I think they have to wait some margin of a few months before they can start in these circumstances. There's a cap on how many hours they can work.
One of my neighbors took the early retirement package. He went back to the same agency, in his previous work group, but now he's a subordinate to his one-time assistant, coming in two days a week..
I think they call them "960" people - 960 being the annual cap on hours (960 being slightly less than half of a "full-time" year for someone on a 37&1/2 hour weekly schedule).
