If so, you'd think a toll-taker would be suspicious of a driver who had no idea what toll to pay for this class of vehicle. I doubt that it had a Fast Lane transponder since it shouldn't normally leave the airport.
It wouldn't just drive around the airport, would it? Since they already have buses that do that? Is it perhaps one of the ones that shuttles airport employees to/from the parking lots in Chelsea? If it were one of those, it wouldn't seem strange for it to leave the airport.
Also, is the operator being disciplined for LEAVING THE KEYS IN THE FREAKIN BUS?
I imagine she just blew through the fast lane regardless. When the cops will be after you anyways and you are trying to leave as fast as possible, a toll evasion seems like a minor issue to worry about.
There is no evidence given that the woman who got on the bus is the one who took it. She may have been forced off, she may have left the bus after the driver stepped off but before it was stolen, etc.
