Hungtington and Longwood: Traffic nightmare

The lights at the busy intersection are out, leading to a mess you might want to route around if you can.

Lights out
The lights are out in the MassArt building on the corner as well - something happened this morning as a result of the construction they're doing over there.

Went through there at 10 this morning, and it was a mess then...

Between this and the Red Sox afternoon home game, I'm going to get home faster walking than I would on a bus.
How many cops...
Does it take to direct an intersection - I count at least 4 - I've seen one cop handle an intersection this big in other cities with no problem - maybe 2. Is this many cops really necessary?
I'd cut them some slack
It's a big, complicated intersection. Not quite as bad as Brigham Circle, maybe, but you've got tons of traffic even on a good day, trolleys and pedestrians. Throw in some construction and dead lights and, yeah, I'd want more than one cop there.
This happens often
Parker Ave and Huntington has been out a couple times this week, and Brigham Circle was out last week. I didn't see cops any of these times.
Strangely, people basically know to treat the intersection as a four-way stop when the lights are completely out. But when just the controller has gone out (also happens often) and it's a flashing yellow on the major street and flashing red on the minor street, people just floor it and honk at each other. I don't think many people know what flashing red or flashing yellow means.
