I know there's not breadboard with wires and LEDs sprouting from it, but I suspect these, like many unexplained phenomena in Boston, are someone's idea of ART.
My best guess is that they have something to do with Fort Point Open Studios this weekend. Tons of people are going to descend on the neighborhood looking for living-room appropriate art; maybe someone decided it was the perfect time to do an installation.
If they're still there tomorrow, I'll poke around and see if I can find an answer.
Walking on Water. Unfortunately, her website doesn't have any info about the idea behind the installation, so maybe it really is an homage to The Prisoner.

Walking on Water has 6 bubbles in which figures float
casting a reflection in the Channel as they sway with the breeze
and glide across the water with the changing tide."
