City Councilor and mayoral candidate John Connolly says Boston could end a $1.6-billion backlog in public-school renovation by working out deals with local non-profit institutions with expansion plans: Faster approval of their plans if they agree to help the city out with school projects.

The City Council today considers Connolly's request for a hearing on his proposal, which would go beyond the payments-in-lieu-of-taxes plan already in place, under which non-profit institutions make annual payments to the city that range from nominal to several million dollars.

Meanwhile, the judge in the impending case has to decide whether to ban the reporters and columnists who have been covering Bulger since he ran the Winter Hill Gang now that Bulger's lawyers have put them on a list of potential witnesses.

The Boston Fire Department announced today that Steve Abraira is quitting as the city's top uniformed fire chief on Friday, following an increasingly public dispute with all of his deputies on whether or not he should have shown up at certain large events, such as Boylston Street after the bombings.

Commissioner Rod Fraser has appointed Chief of Operations John Hasson, a 40-year veteran, as acting chief to replace Abraira, who came to Boston from Dallas in 2011.

Galaxy Internet Services, which started when local digerati knew that local ISPs were fresh (TIAC, anyone?), e-mailed customers yesterday that it's shutting down on June 30.

In addition to providing Internet access, the company also provides the free WiFi service at Faneuil Hall Marketplace and parts of Brookline.
