For example, here in Providence we have the 80/20 rule. No way they can meet that without denying some students.

And New England experienced a mini baby-boom at the beginning of the first decade of the 21st century.

The schools seem to have two problems. On the one hand, there are empty seats at the elementary through high school levels, because there are fewer kids in Boston than there used to be. So the elementary schools at the bottom of everybody's wish lists don't get their classes filled, with the consequence that they lose twice. On the other, there aren't enough K1 (aka Pre-K) seats to meet demand.

Shouldn't the solution to be to rejigger the schools to fit all the K1 students? Excess capacity, meet demand. Open new K1 classes at the least-chosen schools. Do it this year.
