Yes BUT that was not the case here. This was a case of someone unqualified being pushed into the position by powerful family and friends and then desperately trying to cover his tracks when things fell apart.
Now I know you are an expert on everything...
but that's not how state facilities work. The only bonuses management would get is if there is a surplus in the state budget.

ALL elders should be treated
ALL elders should be treated with respect, but how shameful that our veteran care is so shoddy. If the government asks its citizens to go to war (or to unwinnable "conflicts" that drag out for decades), it should at the very least treat those that come back with the utmost compassion and care.

In America we have "thoughts and prayers" but little else. For example we like to thank first responders but some of them still can't feed their families
