Citizen complaint of the day: Wake-up calls mean something different when you live on a boat in Boston Harbor

An irate citizen files a 311 complaint from the Constitution Marina in Charlestown about the construction crews working on the new North Washington Street Bridge:

The bridge construction crew are creating large wakes by going to fast on their workboats at all hours. Many people live on their boats at this marina and this is making out homes unliveable. Boston has a strict no wake ordinance for the inner harbor. Please start enforcing this here.

As a kayaker I understand the wake issue but that is something to take up with the State Police, not 311. The city has no control over this, but the conveniently located State Police Marine Unit does.

Sorry wrong. The Boston Harbormaster can enforce no wake laws. Many no wake laws in most harbors are local ordinances, not state law, putting their enforcement under the local harbor master. USCG, state police and Environmental police can also enforce these laws.

Although he can, the harbormaster does nothing to enforce boating laws. Other than the construction "details", the only time we see him is on the Fourth of July with a barbecue grill smoking on the back of the city's boat and a load of friends touring the USS constitution. The only ones who sometimes enforce the no-wake zone are the environmental police and occasionally the coast guard.

When I worked in the Navy Yard I never saw the Harbor Patrol - but I did see the Marine Unit cruising around and dealing with issues along the waterfront.

So I didn't realize the Harbormaster had jurisdiction in that area - although they may have just divvied things up to get more coverage in the mid '00s. Thanks for the article!

You know what? I grew up around people who tried your game with me on a regular basis. Had I listened to their "tall poppy" bullshit, I would be just like them now: still living in the trailer court, on my 3rd or 4th marriage, still flirting with poverty or bathing in it.

Very happy I got a life, expanded my horizons, found adventures despite my somewhat disadvantaged start and low self-esteem creatures attacking anyone who dared strive or explore. I recommend it.

They may have considered it a priority to have coverage in the Navy Yard and the dam after 9/11 and worked with the staties to achieve that.

Think about how big the harbor is, consider 24 hour coverage, and try that with 18 officers at a very nervous time with lots of high profile targets.

The harbor master has jurisdiction to enforce this. The inner harbor is clearly within BPD’s jurisdiction.

The City Harbormaster is a joke... ties up to the barges for this project and "works a detail" while wakes are being made. State Police boats do nothing and yes... they're next to the project.
