Brown Bears are the apex predictor of this continent and weigh 1500lbs. It would be amazing but I think they mean a brown colored black bear.
Why does anyone write in all caps?
ALL CAPS seems especially favored by government agencies, and lawyers. But regardless, I'm sure the shocked suburbanite caller(s) were describing the color they observed, not the exact species.

I posted that very thing to the Framingham Police Facebook page this morning, after it appeared on a "Framingham Neighbors" page.
If there is a brown bear running around Framingham, it got loose from a zoo or somewhere, and no one has figured it out yet.....
