When did Fenway, Newbury Street become part of downtown?

The Herald reports on the Starbucks bandit, says he is wanted for "a string of downtown robberies" on streets such as Newbury, Longwood and Brookline.

It's accurate to include them in "greater" downtown Boston, as opposed to, say, Roslindale.
OK, then the question becomes
When did the Herald become a suburban paper?
There are people that only
There are people that only consider the Financial District "downtown".
But there are a lot of people that consider Back, Bay, Prudential, Newbury St....downtown as well. (Mostly suburbanites)
Most (suburban) people have little reason to go to the Financial District, unless they work there.
When the suburban crowd come into Boston, it's more likely Back Bay.
Absolutely brutal
Newbury Street and the Back Bay are NOT Downtown.

And taking it even further, calling Longwood Downtown is even more outrageous.
Who the hell considers the Longwood Medical Area "Downtown Boston"? Someone in North Adams?

Me, but I'm from the Midwest and we considered anything that-away towards town to be 'downtown'. The central district was 'uptown'.
