Areas city has issues with federal flood map

One map showing where Boston thinks FEMA erred: Gray is for flood areas the city agrees with, blue areas the city thinks don't deserve the designation and red the areas the city thinks should be added.

Even as they are appealing roughly a third of the 1,500 acres the federal government wants to add to maps of areas likely to flood in a "100-year" event, Boston officials are acknowledging that, ultimately, property owners of large sections of land along the coast and city rivers will have to face the costs of flood insurance because of rising sea levels.

Boston is appealing a federal flood-plain decision that could mean dramatically higher insurance rates for thousands of Boston landowners.

In an appeal to FEMA yesterday, the city says 507 of the 1,585 acres the feds now say would flood in a "100-year storm" would not actually flood in that kind of storm.

Flooding at the end of Long Wharf

The sea level rise from Boston Harbor appeared worse than that seen during Hurricane Sandy in 2012 despite significantly less wave action. For example, today’s high tide showed a record level of water intrusion on the harborwalk at Christopher Columbus Park. Sea level rise and Boston’s rising tides have also been recently reflected in the recently proposed FEMA flood maps.

East Boston flood map

Where property owners in East Boston would need flood insurance.

FEMA yesterday released preliminary flood-zone maps for the coastal parts of Suffolk County, which, if adopted, could more than double the number of Boston property owners who have to buy increasingly expensive flood insurance.

The Globe reports that the number of affected properties could jump from 8,000 today to more than 18,000.

Flooding in front of Shaw's

So those flash-flood warnings around 9:30 a.m. were for real. Sean Woods photographed a woman trapped by floodwaters on Spring Street by the Shaw's parking lot. Boston firefighters rushed to the scene to rescue her.

State Police shut 128 at Rte. 9 due to flooding. And cars were trapped by flood waters on Great Plain Avenue and Weston Road in Wellesley. Ed Grzyb reports:

Not to minimize the pain that anyone who's been flooded is feeling, but this is just too much fun not to share.

Victims of severe storms and flooding in Massachusetts may qualify for tax relief from the Internal Revenue Service; relief comes in the form of some IRS deadlines being moved back to May 11, including the April 15 deadline for filing 2009 individual income tax returns.

Under the Golden Dome rains on Mitt Romney's Peabody sympathy. Seems that after the last time Peabody flooded (all of two years' ago), Romney vetoed a measure to spend $5.7 million for flood control in Peabody - money that would have meant an additional $20 million in federal aid for the work.
