He returned to the scene after a witness told him to and he knew they had his plate info. How low is your IQ that you think a guy who already ran someone over and drove off isn't a risk to do it again?

People's intelligence. Also, in cases of hit and run, people will try the whole "I lent the car to someone whose name I don't know" defense. I don't know how successful that is, but I hope it isn't.
I was once a witness to an assault. Some guy started wailing on another guy he didn't know due to a perceived slight. The assailant left the building, but stayed outside until the police arrived, which was even weirder to me than the assault of some innocent schmuck.
At the end the day, this guy got released on $1,500 cash bail because that's how Massachusetts' bail system works. If they caught him miles away, the bail would have most likely been higher or perhaps not granted at all.

No, it doesn't
That said, I've read or seen too many reports where drivers have struck motorists and fled to know that remaining at the scene of a crime isn't normal, just like the attacker staying around to get arrested after wailing on someone wasn't what was expected. What happened in the case I don't know. I was never called as a witness, though I knew the responding officer. But like they say, anecdotes are not data, but it's my anecdote.

What a bunch of pigs. He drove over a woman, causing her a potentially life threatening or life changing head injury, and then left the scene, only to have his stupid friends threaten a cop? These men should be in jail.

If this was 1982 and not 2022, these nits would have gotten tuned up but good, old school. They'll likely get fines and suspended sentences. At least the internet never forgets, let's hope this follows them FOREVER.
As for the victim, amazing that she survived, hopefully a full recovery and a very satisfying lawsuit outcome.

The rest of my comment was the point of the comment. License suspension is the bare minimum in a case like this.

He's a young man, it's only fifteen miles or so from Randolph to Boston, and walking is excellent low-impact cardio. He may have to just leave a little earlier for his job at the rocket science lab.
